The home swimming pool – created to be the point of family fun and recreation - but in stark reality, pools have been the scene of almost 50% of all drowning tragedies in South Africa, with Gauteng reporting the highest number of these drowning tragedies. Statistics supplied by the NSRI last year showed that children under sixteen accounted for nearly 47% of all drownings recorded in South Africa – with two-year-olds being the most susceptible at 7% of all deaths. A disturbing 40% of all drownings occurred in private homes. Jacuzzis , water features, Koi ponds and so on are added and equal risks and the lack of adequate protection around these areas is a matter of great concern. Even more worrying is the fact that of all pre-schoolers who drown, 80% are in the care of one or both parents at the time of drowning and 78% are missing from sight for five minutes or less.

For three child who drowns, four are hospitalized for near-drowning and are left severely and permanently disabled. The longer the victim is submerged, the greater the chance of permanent brain damage or death. The horror of losing a child through drowning is something no parent or guardian should ever have to bear. As a pool owner you are obligated to provide protection to avoid such tragedies and preferably more than one layer should be installed. Pool fencing is the first step to securing your pool area from curious and highly mobile toddlers and ideally should be backed with other measures such as secure pool nets, safety covers or pool alarms to eliminate the risk of human error.

With the recent drownings in private swimming pools, the City wants to move swiftly to implement safety by-laws, and it wants public comment on its proposals.
RESIDENTS are invited to attend a public hearing on the City's draft swimming pool by-law, on Saturday, 13 March at the Metro Centre in Braamfontein.

A public hearing on the City's draft swimming by-laws will be held at Metro Centre Scheduled to run from 9am to 1pm, the public hearing is a step towards finalising the proposed by-law on the safe-guarding of swimming pools. All residents, especially those who have pools, are encouraged to attend.
Councillor Bongani Zondi, the chairperson of the section 79 committee on safety, said: "As the City's elected representatives we are very concerned about the continued spate of drownings in private pools and are asking for constructive engagement and comment on a new draft by-law that it is hoped will help reduce the number of these fatal incidents."
The safety committee will consider all submissions and comments made at the public hearing. They will be reviewed and recommendations made for amendments to the draft by-law. It will then be revised and the final by-law and all comments will be presented to the council for approval.
Copies of the draft by-law are available from all regional municipal offices and while it is always preferable to read the actual proposal, its substantive contents are:
•All outdoor pools must comply with the by-law;
•All pools must be totally enclosed by a wall or fence at least 1,2 metres high and more than a metre from the pool;
•A child younger than four years old should not be able to gain access through the enclosure;
•The entrance must be self-locking and trigger an alarm when it is opened or left opened;
•It must be secure at all times unless the pool is being used;
•The pool must be covered or fitted with a floating pool devise when not in use;
•All indoor pools must have a floor gliding system or a floating pool alarm;
•The council will issue a permit for a private swimming pool if it complies with the provision of the by-law;
•Two years after the by-law is finalised no person may have a pool if it does not have a permit;
•All owners with an existing private pool are required to inform the council of its existence within 90 days of this by-law coming into force; and
•All owners must inform the council before any new pool is filled with water and it must be enclosed according to specific requirements before it is filled with water.
"The primary responsibility for the welfare of family members at a swimming pool will always be with the family and their friends. This would include ensuring that anyone with access to a swimming pool is aware of the dangers, individuals do not swim alone, children are never unsupervised, and basic relevant first aid is known by responsible adults," said Zondi.

A complete change of your Clinobrite filter medium at least once per year is recommended for pools with high bathing loads. This is because oils and sun screen lotion build-up can clog the filter medium. These oils do not wash off with simple backwashes.
